The Central Government has taken a major step to make Indian cinema more competitive on the global stage and strengthen its infrastructure. The Ministry of Information and Broadcasting (MIB) has announced the formation of a high-level study group under the leadership of Prasar Bharati Chairman Prasun Joshi, following an important meeting chaired by Union Minister Ashwini Vaishnav. This group will study in depth the opportunities and challenges facing the Indian film industry and suggest concrete measures to strengthen the sector.

Report will be submitted in a month, experts will be included
Renowned experts and technology partners from the film industry have been included in this high-level study group.
Time Limit: This group will hold extensive talks with all the stakeholders related to the cinema world and submit its report to the Ministry of Information and Broadcasting within three months.
Objective: To formulate a comprehensive policy framework for the long-term development of Indian cinema.
The study group will focus on these main issues
This group will mainly focus on the following points:
Global Competition: How to make Indian films more competitive and attractive in the global market.
Technical changes: Assessing the impact of new technologies (such as AI, VFX and modern distribution tools) on cinema and film production.
Institutional Finance: How filmmakers can easily access funds and institutional finance from the market.
New funding options: To overcome the financial difficulties faced by filmmakers during production and distribution and to find new avenues of funding.
‘Model State Cinema Regulations’ to increase the number of cinema halls
The government has taken another important step to rapidly expand the cinema infrastructure in India. Currently different states have different rules and complex permission processes in place to set up theatres.

What is the legal status?
According to the Press Information Bureau (PIB), the rules related to cinema and theater come under the ‘State List’ of the Constitution. Therefore, the Center cannot directly enforce rules, but it can give guidelines to the states.
Keeping this in mind, the Ministry has prepared a set of ‘Model State Cinema Regulations’ (Draft Regulations) and shared it with all the State Governments.
Request from states: The Central Government has requested all the states to adopt these model rules.
Center Help: The ministry will also provide all possible help to the states in implementing these rules on the ground.
These twin decisions of the government—first the formation of the Prasoon Joshi Committee for policy reforms and second the draft of model rules for single-window or easy theater regulations—are expected to give a new direction to the Indian film industry. This will not only increase the number of cinema halls in the country, but will also enable Indian cinema to establish its strong presence at the global level in terms of content and technology.
