Haryana’s government electricity distribution companies (Discoms) have taken steps towards providing major relief to consumers. Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) have approached the Haryana Electricity Regulatory Commission (HERC) to make the process of recovery of fuel surcharge more simple and affordable.

Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) have filed petitions seeking amendment in Regulation 68 of the Multi-Year Tariff (MYT) Regulations, 2024 for the financial year 2025-26. As per existing rules, the additional cost of fuel and power purchase is recovered from consumers every month through Fuel and Power Purchase Adjustment Surcharge (FPPAS).

Electricity companies have proposed that this monthly recovery be postponed for the time being and instead this amount should be recovered from all consumers in the next financial years at a uniform rate of 47 paise per unit. The companies have also demanded that ‘carrying cost’ (additional cost like interest) should also be allowed to be included to ensure recovery of dues.

The Commission has not taken any immediate decision on this and has decided to first adopt the public consultation process. HERC has issued a public notice inviting objections and suggestions from all concerned. Individuals and organizations can give their opinion till May 1. A public hearing on this matter will be held on May 14 at 11:30 am in the ‘Courtroom’ of the Commission located in Panchkula.
